He did not create the social issue himself, this was already distorted by the media and in effect planted a seed in the make up of society. Trump wanted to grow the seeds that had been created thus in effect using the media as a tool to help grow the seed.

Lets take for example the ‘build a wall’ policy, it was deviancy amplification at its finest. There was a moral panic created by a negative portrayal of perceived delinquent behavior which caused a deviancy amplification spiral. this is a snowballing effect in which negative social reaction to certain forms of behavior reinforces the deviant acts concerned.
